Be sure your Helpers are all set as to which Positions they can help. If you have created Positions and not set any Helpers as able to help for them, you will not see anyone listed as available to help for those shifts.

You can check your Helpers' positions by hovering over Helpers in the top menu, then choose Positions Grid.
